The $9.8-million contract is just one phase of a series of upgrades that are to be completed by 2030. The improvements were mandated by the Environmental Protection Agency and will see the elimination of “combined sewers” in the community. A combined system accepts sanitary sewage from commercial and residential users as well as stormwater from above ground sources.
